It's common in real life that calm ones don't like more emotional people. It's because Snoke maybe see Sidious' manipulative way is too raw and his own is better in calm or stoic way.
Palpatine has a 6 films history. It is a deep character, smart, evil, powerful, he knows how manipulate the people . Snoke barely appear in the films, we almost don't know anything about him. That's the difference
